Solution:
Make sure the Terminal Services is started.
1. Start -> Run
2. Type in services.msc, and press ENTER
3. Right click on Terminal Services -> Properties
4. Change Startup type to Automatic
5. Start the Terminal Services if necessary
Now you should be able to enable the Fast User Switching feature.
